THERESE M. (TERRI) VAUGHN
NAIC Chief Executive Officer

Dr. Vaughan is the Chief Executive Officer of the National Association of Insurance Commissioners (NAIC), a position she assumed in February 2009. As CEO, Dr. Vaughan oversees the operations of the NAIC, including offices in Kansas City, Washington, DC, and New York City, and serves as the Association's primary representative and chief spokesperson in Washington, D.C. Formed in 1871, the National Association of Insurance Commissioners (NAIC) is a voluntary organization of the chief insurance regulatory officials of the 50 states, the District of Columbia and five U.S. territories. The NAIC serves the needs of consumers and the industry, with an overriding objective of supporting state insurance regulators as they protect consumers and maintain the financial stability of the insurance marketplace.

Over her career, Dr. Vaughan has held a variety of positions in academia and regulation. Prior to her current position, she was the Robb B. Kelley Distinguished Professor of Insurance and Actuarial Science at Drake University, where she focused on the regulation and management of financial institutions. From 1994 to 2004, she was the Iowa Insurance Commissioner. In that position, she served under the administrations of both major parties and was the longest serving commissioner in Iowa’s history. She was an active member of the National Association of Insurance Commissioners (NAIC), serving as its President in 2002.

Dr. Vaughan has had a long-term interest in financial convergence issues, international developments in supervision and regulation, and regulatory modernization. Prior to and following the passage of the Gramm-Leach-Bliley Act (GLBA), she was the NAIC's chief liaison with federal banking regulators and served a key role in developing the NAIC's response to GLBA. From 1999 to 2004, she was a member of the Joint Forum, a Basel-based group of banking, insurance, and securities supervisors created to address cross-sectoral and financial conglomerate issues. During that period, she was also an active member of the International Association of Insurance Supervisors. More recently, she has served as the Vice Chair of the Insurance Regulation Committee of the International Actuarial Association. From 2001 to 2003, she chaired the NAIC's terrorism risk implementation working group and worked with the Congress and U.S. Treasury on passage and implementation of the Terrorism Risk Insurance Act of 2002. She is widely credited with being the architect of the NAIC's Interstate Insurance Product Regulation Compact.

Dr. Vaughan earned a Ph.D. in risk and insurance at the University of Pennsylvania and a B.B.A. in insurance and economics at the University of Iowa. She is a CPCU, an Associate of the Society of Actuaries, an Associate of the Casualty Actuarial Society, and a Member of the American Academy of Actuaries. She is the co-author of two college textbooks on insurance, Essentials of Insurance and Fundamentals of Risk and Insurance, the 10th edition of which was released in December 2007. She is a past editor of the Journal of Insurance Regulation and currently serves as the President of the American Risk and Insurance Association, the premier academic association devoted to the study and promotion of knowledge about risk management and insurance.


ANDREW J. BEAL
Acting NAIC Executive Vice President and CEO

Mr. Beal joined the National Association of Insurance Commissioners in 1999 and was named Deputy Executive Vice President & Chief Legal Officer in July 2006. Prior to this he served as General Counsel for the organization. In his current role, Mr. Beal's duties include assisting in managing the day-to-day operations of the organization.

While at the NAIC, Mr. Beal has been directly involved in such projects as creation of the Interstate Insurance Product Regulation Compact and national product standards for life insurance, annuities, disability income and long-term care insurance; development of producer licensing standards pursuant to the reciprocity requirements under the Gramm-Leach-Bliley Act; development of a global information sharing agreement for state insurance regulators, as well as other modernization initiatives undertaken by the organization over the past few years.

Mr. Beal's prior legal experience includes serving as a Judge Advocate in the U.S. Marine Corps and as legal counsel with the Oklahoma Insurance Department. He has also worked in private practice as well as in-house legal counsel for an insurance company. His main areas of focus have been in the areas of corporate, business and insurance regulatory law.

Mr. Beal attended the University of Missouri at Kansas City where he received a BA in History and Political Science. He received his Juris Doctor from the Oklahoma City University School of Law. He is licensed to practice in Missouri and Oklahoma.


JULIENNE L. FRITZ
Director of Insurance Products and Services

Ms. Fritz is responsible for the executive leadership and strategic direction for the Insurance Products and Services Division within the NAIC. Ms. Fritz has over 18 years' experience supporting insurance regulation at the NAIC and has been involved in the management of a number of NAIC development teams. As the Insurance Products and Services Division Director, Ms. Fritz focuses on the development of comprehensive strategic plans for the growth and expansion of the SERFF and SBS initiatives as well as NAIC publications, financial and securities valuation information. She has worked closely with key state regulatory staff to ensure that NAIC products and services meet the business needs of the states.

During Ms. Fritz's tenure at the NAIC she has worked on numerous business initiatives, including property/casualty research and analytical reports, producer licensing, company licensing, market regulation, rate and form filing, and State Based Systems, an initiative designed to assist state insurance regulators with streamlining their back office operations.

Prior to the NAIC, Ms. Fritz taught economics, business and math courses at Bethany College in Lindsborg, KS and Kansas Wesleyan University in Salina, KS. She received her Master of Arts in Economics from Kansas State University in 1984 and her Bachelor of Arts from Bethany College in 1983.


ROGER GRAVES
SBS Marketing and Business Development Manager

Roger Graves is an SBS Marketing Manager with the NAIC Insurance Products and Services Division. In this role Mr. Graves has responsibility for the SBS Marketing Team as they work to market State Based Systems to the NAIC membership and the insurance industry. Prior to taking on his current role he managed the SBS Software Development Team has they worked to develop and implement new SBS Services and enhancements to existing services.

Mr. Graves joined the NAIC in May 1994 as a Systems Liaison in the Data Services Department. Since joining the NAIC he has served in a variety of roles involving membership support within the IS Division before moving to the Insurance Products and Services Division in November of 2002.

Prior to joining the NAIC Mr. Graves spent 11 years working at Allied Signal Aerospace in Kansas City. Mr. Graves earned his Bachelor of Business Administration degree from the University of Missouri, Kansas City.


JENNY NESS-HUNKIN
SBS Marketing and Sales Specialist

Jenny Ness-Hunkin is the most recent addition to the Marketing Team for State Based Systems. Her roles include designing marketing materials, coordinating events for SBS, assisting in product demonstrations and supplementing the tasks of the Marketing Manager. Ms. Ness-Hunkin joined the NAIC in September of 2007.

Prior to working at the NAIC, Ms. Ness-Hunkin held the title of Client Care Coordinator for a real estate agent in St. Louis. A graduate from the Missouri State University, Ms. Ness-Hunkin earned her Bachelor's degree in Mass Media with a minor in Marketing in August of 2007.
